Just to add on to re: kids at fundraisers & galas. In my experience, unless the event is geared towards kids and families, kids are only at a fundraiser/gala, etc., to convey a message.

If it is a youth-facing organization, the organizers will bring a few kids out to tout their work, maybe give a speech, and talk to donors. The kids are usually high school age, maybe middle school at the youngest. Basically, they are old enough to be composed and able to articulate their experience and the organization's mission to donors. [Source: I was one of those kids]

Guests of honor at events will sometimes bring their kids to them too. The kids are there to celebrate their parent, but also so The Guest can show off & brag about their kids to their peers. See Batgirl (2000) #31 featuring Jack Drake as an example!

In politics, a candidate might bring their family to some events. For example, if it is the launch of their campaign, election night, or their inauguration, their family will absolutely be there. I can't speak to how it is from the donor/attendee side of things, though.

Now, re: high society, there are events that aren't galas or fundraisers that kids will go to.

For example, a lot of upper-middle-class, upper-class kids will participate in cotillions. They are basically programs where you learn etiquette, manners, ballroom dancing, etc. and they culminate in a cotillion ball.

Age range may vary. My mom did cotillion in high school in the 80s. When I was in middle school, a lot of my classmates did "junior cotillion," but I only remember one girl who did cotillion in high school. I hear it's a lot more serious of a thing in the south, but I'm not from there, so I can't speak to that. Middle schooler Tim Drake would've most definitely done junior contillion. Alfred might have signed newly adopted Dick or Jason up for junior contillion and they both would've hated it.

Debutante Balls are similar, but different. They are centered around "debuting" a young woman, usually around 16-21, into society. In my experience, girls will have their "debut" at 18. They range from being a fancy birthday party to a formal event sponsored by an organization, like a cotillion.

The fanciest Debutante Balls are invitation only, as in you have to be invited to be a debutante; you can't sign up for it. Someone like Martha Wayne would've been a debutante. Bruce would not force Cass to be a debutante!! and Cass would not put up with it, let's be real.

Anyways, the organized Debutante balls often require a debutante to be escorted by a man. Usually, it's their brother or their boyfriend. I could definitely see a scenario where Tam Fox asks 17-year-old Tim to be her escort to a debutante ball that Lucius made her participate in. However, please note that unless invited by a debutante, these are not events that any of the "bat boys" would be expected to attend.

Beyond balls, other events kids attend include ballets, symphonies, operas, other performances, and museum exhibit openings. The Drakes, for example, probably had memberships to multiple museums, which often have special member events that Tim would've been brought to.

The last thing I want to add is that in the corporate world, winter holiday parties are a thing. They range from being family-friendly events to fancier, no-kids occasions. The fancy ones usually take place during the evening and are (in my experience) hosted at a hotel.

Kid Tim Drake would have gone to the Drake Enterprises family holiday party hosted at, let's say, an ice rink, but he wouldn't have been brought to the Drake Enterprises employee holiday party hosted at the [insert name] hotel.
